Why Government Buyers Purchase Temperature Data Loggers on GeM
If you run stores, a pharmacy, a laboratory or a cold room in an Indian government hospital, research institute, PSU or defence establishment, the Government e-Marketplace (GeM) is an important procurement channel for purchasing temperature data loggers. The scale explains why: GeM has grown into a major public procurement platform, with thousands of product categories and substantial participation from micro and small enterprises.
Buying a data logger on GeM is straightforward once you know three things: which purchase mode your order value falls into, whether you are buying from an OEM or a reseller, and how to write a technical specification that gets you a compliant instrument rather than the cheapest thing that matches the category name. This guide covers all three, ends with a copy-ready spec template, and lists the pitfalls that produce the classic outcome: an L1 logger that cannot produce an audit-ready report.

GeM and Rule 149 in Five Minutes
GeM is the national public procurement portal run by the Ministry of Commerce and Industry. Rule 149 of the General Financial Rules (GFR) 2017 makes procurement of goods and services available on GeM mandatory for central government buyers, and lays down how each order value band must be bought.[2] States, autonomous bodies and many PSUs follow the same route through their own adoptions.
The thresholds were revised by the Department of Expenditure's Office Memorandum No. F.1/3/2024-PPD dated 10 July 2024, so ignore older SOPs that still quote Rs 25,000 and Rs 5 lakh.[3] The current bands:

Two useful notes. First, the bidding and reverse-auction tools can be used voluntarily even below Rs 10 lakh, which is often the right call for a multi-location monitoring project.[3] Second, if only one make or model will serve your validated process, GeM supports a Proprietary Article Certificate (PAC) purchase, backed by documentation signed by your competent authority; PAC purchase can be made from OEMs and resellers both.[4]
Finding the Right Category and Sellers
Data loggers appear on GeM under categories such as temperature data logger, temperature and humidity data logger, and related scientific-instrument categories; GeM lists over 10,600 product categories in all, so search by the instrument name rather than browsing.[1] When you open a category:
Check the category's technical parameters. Your order inherits them, so if the category template lacks a field you need (for example, 21 CFR Part 11 reports), put it in the additional specification or move to a bid with your own document.
Use the filters for OEM listings, MSE sellers and Make in India / local-content class where your purchase preference policy requires them.
Open the seller's profile and check whether they are the OEM or a reseller, and whether the OEM behind the listing has a valid vendor assessment (next section).

OEM vs Reseller on GeM: What Vendor Assessment Tells You
On GeM, an OEM (Original Equipment Manufacturer) owns the brand and catalogue; resellers list against the OEM's authorisation. To gain and keep OEM status, manufacturers undergo a Vendor Assessment conducted by RITES Ltd, a Government of India enterprise, in two stages: a desktop assessment of product and process documents, followed by a live video assessment of the manufacturing premises through the RITES-GeM app. The resulting vendor assessment report is valid for 3 years.[5]
Why should a buyer care?
Accountability for the whole product. A monitoring system is hardware plus firmware plus a cloud platform plus calibration support. An assessed OEM answers for all of it; a trading reseller may not.
Warranty and spares. Sensor probes, batteries and enclosures need replacement over a 3 to 5 year life. Confirm the OEM's India service capability, not just the seller's.
Catalogue authenticity. Vendor assessment is what stands between you and a relabelled import with an optimistic datasheet.
For connected loggers, there are two India-specific regulatory checks that belong in your due diligence. Cellular (4G) loggers run on M2M SIMs, and M2M service providers using telecom resources must be registered with the Department of Telecommunications (Saral Sanchar portal), with 13-digit M2M numbering and SIM KYC rules.[6] Separately, telecom and IoT equipment in notified categories requires certification under TEC's Mandatory Testing and Certification of Telecom Equipment (MTCTE) regime before sale or import, so ask the OEM which of its radio modules and devices are covered and certified.[7]

Six Pitfalls That Waste a GeM Budget
Buying the category, not the spec. A generic "data logger" listing may be a USB stick logger with no alerts. Write the connectivity, reporting and calibration rows explicitly.
Letting L1 decide the software. Two loggers with identical hardware specs can differ completely in alarm escalation, audit trail and report formats. Make the software features mandatory specification lines, not brochure claims.
Forgetting the SIM. For 4G loggers, ask who owns and pays for the M2M SIM, what happens at renewal, and whether the provider is DoT-registered.[6]
No calibration certificate at delivery. Demand a traceable certificate per unit at consignee acceptance, and note the recalibration interval in the contract.[9]
Ignoring subscription scope. Cloud plans differ by features. Ask for the plan matrix in writing and specify users, SMS quotas and retention rather than assuming "cloud included" means everything.
Skipping the OEM check. Verify the brand's vendor-assessment status and the reseller's authorisation before ordering; an unsupported device fails its first audit question.[5]

What is the direct purchase limit on GeM?
Up to Rs 50,000 per transaction from any available seller meeting your quality, specification and delivery requirements, under the amended GFR Rule 149 (OM of 10 July 2024). Between Rs 50,000 and Rs 10 lakh, you buy L1 among sellers of at least three different manufacturers; above Rs 10 lakh, a GeM bid or reverse auction is mandatory.[3][4]
Can I insist on a specific make of data logger?
Only through the PAC (Proprietary Article Certificate) route with justification approved by your competent authority, for example when spares or validated software must match an installed base. Otherwise, write a make-neutral specification and let compliant OEMs compete.[4]
Should I buy from an OEM or a reseller?
Either can be legitimate; what matters is that the brand behind the listing is a vendor-assessed OEM (RITES assessment, valid for 3 years) and that a reseller holds current OEM authorisation. Service, calibration, and cloud subscriptions ultimately come from the OEM.[5]
What documents should I collect at delivery?
Per-unit traceable calibration certificates, warranty documents, the user and installation manual, details of the M2M SIM arrangement for cellular units, and login credentials for the monitoring platform with your users and alert contacts configured. File the calibration certificates with your temperature records; inspectors ask for both.[8][9]
Conclusion
GeM has made buying a temperature data logger faster, but the portal only enforces price discovery; specification quality is still your job. Decide the purchase mode from your order value, check the OEM's vendor assessment and M2M/MTCTE status, and paste a specification that names accuracy, battery backup, buffering, Part 11 reporting and calibration certificates as mandatory rows.
